Description

The objective of this Review is to perform a comprehensive assessment of the regulations to be managed under the authority of the newly formed Bureau of Safety and Environmental Enforcement (BSEE) scheduled  to commence on October 1, 2011.  The Review will assess current regulations and identify issues related to regulatory organization, gaps and implementation. More specifically, the Review will:

1) Address the effectiveness, comprehensiveness and timeliness of the regulations based on the authority given to BSEE by the Outer Continental Shelf Lands Act.

2) Review internal sources of information that could be used to identify regulatory needs.

3) Evaluate whether BSEE’s regulations will be adequate to address current technology used offshore.

4) Identify items within the regulations that need to be addressed and prioritize those items for future rulemaking.

5) Include input from Headquarters, Regional, and District offices, to identify areas of BSEE regulations that are ineffective and identify issues related to implementation.

6) Assess the advantages and disadvantages of creating regulations specifically to address deepwater operations.

Progress

The study has been awarded with the review scheduled to begin in September 2011.
