| Description |
MMS donated funding to
support the Offshore Operators Committee's (OOC) management of two Performance Measures/Best Practices Workshops). The
OOC was contracting with the University of New Orleans, and was
responsible for all the prior arrangements and distributions, and staffed
the registration tables. The two Workshops were held at the Fairmont
Hotel in New Orleans, LA on November 10, 1998 and at the Sheraton North
Hotel in Houston, TX on November 12, 1998.
The second two Workshops
were held at the Airport Hilton Hotel in New Orleans on Wednesday, October
27, 1999, and at the Airport Marriott Hotel in Houston on Friday, October
29, 1999. These workshops provided a great opportunity for attendees to hear
how the pacesetters achieved superior performance. The attendees may have wanted to
adopt some of the pacesetter’s processes to enhance their company’s safety
and environmental performance. The workshops also provided the opportunity
to network with other operators about the processes they used for safety and
environmental management programs. |

In 1999, there were over 350 attendees at Best
Management Practices Workshops held October 27, 1999 in New Orleans, LA, and
October 29, 1999 in Houston, TX. These workshops were sponsored by the Minerals
Management Service and Offshore Operators Committee in cooperation with the U.
S. Coast Guard, American Petroleum Institute, International Association of
Drilling Contractors, Independent Petroleum Association of America, National
Ocean Industries Association and 18 operating companies. Attendees were
companies and contractor personnel (Management and Staff) accountable and/or
responsible for operations safety, environmental, and regulatory performance
including personnel that develop and implement safety and environmental safety
and environmental processes. As a follow up to the two Performance Measures
Workshops held in 1997 and 1998, the MMS solicited performance measures data for
1998 from operators on the OCS. That data was compiled into a Final Report for
1996-98, and was presented at the 1999 workshops. The goals of the 1999
workshops was to:
- share the performance measures data,
- have pacesetter companies including
contractors share the process that helped them to achieve superior
performance,
- present MMS perspectives on how to prepare for
an offshore facility inspection, and
- highlight different ways to achieve good
performance by operators of different sizes.

MMS and the Offshore
Operators Committee (OOC), with support from API and IPAA, co-sponsored the
first set of Best Management Practices Workshops: November 10, 1998 in New
Orleans, LA , and November 12, 1998 in Houston, TX. The November 1998
workshops featured pacesetting companies who shared their management systems
with over 400 attendees. Each presenter showed how
safety systems helped to achieve superior performance. Another highlight
from the workshop includes the MMS' opening remarks and slide presentation
given by Chris Oynes, Regional Director of the Gulf of Mexico Region. As
industry's representative, Peter Velez welcomed attendees and discussed
panel logistics as well as the SEMP Surveys and API RP 75 revisions. A
total of five panels covered performance categories such as Drilling
Personnel Safety and SEMP Auditing. The workshops demonstrated an excellent
use of performance data in the form of best management practice sharing. |
