Remarks: Oil slowly dumped from the production-separator water dump line into the skimmer. The wells produced no water so that the water legs in the production separator and skimmer were displaced with crude oil. The liquid level controller of the skimmer activated the dump valve to release oil into the water. Response: the dump valve was shut after the operator noticed the spill. Spillage was initially estimated at 300 bbl but later revised to 400 bbl.
