Spills > 50 Barrels (2,100 gallons) – 2008 - Hurricanes Gustav & Ike

Hurricane Gustav's exposure to oil and gas facilities in the Gulf of Mexico (GOM) was primarily off eastern Louisiana before the center made landfall near Cocodrie, LA on September 1, 2008. Hurricane Ike traveled westward across the GOM exposing oil and gas facilities parallel to the entire coast of Louisiana prior to the center making landfall in eastern Texas near Galveston Bay on September 13, 2008. Most of the losses were assessed against Hurricane Ike, but Hurricane Gustav may have contributed to some of the damages.

The next 25 summaries are related to Hurricanes Gustav and Ike.

Formal investigations were not conducted. Hurricane Ike pollution volumes are generally operators' estimates of petroleum products (and in some cases chemicals) stored in/on structure prior to storm which had not been recovered as of Summer 2009. Some of these products may have been subsequently recovered.

Remarks: The East Cameron 281 A and AUX 4-pile fixed platforms, installed in Federal waters in 1975, were destroyed by Hurricane Ike. The platforms were shut in prior to the storm and the subsea safety valves held which limited oil losses to that which was stored on the structure. 140.4 bbl of hydrocarbons from the platform topsides were estimated to have been lost during Hurricane Ike, 137.5 bbl of crude oil and 2.9 bbl of refined petroleum products

In addition, 102.6 bbl of chemicals were estimated to have been lost  (emulsion breakers, water clarifiers and glycol).

In the following months through the end of 2008 an additional 58.0 bbl is estimated to have leaked from the destroyed platform.

Remarks: The DOT-regulated 42" natural gas pipeline segment #7364 (originating at High Island A264 A platform), installed in Federal waters in 1979, was completely severed during Hurricane Ike. It is believed that the damage was due to anchor snag. The pipeline was shut in prior to the storm and the safety valves held which limited oil losses to that which was between HI A264 valve platform and WC 267 valve platform. 1,316.0 bbl of hydrocarbons, all condensate, from the separated pipeline segment were estimated to have been lost during Hurricane Ike (a worst case estimate, the actual loss may have been less).

Remarks: The jack-up rig ENSCO 74 went missing from it's station at SM 149 during Hurricane Ike. The rig was not located until March 6, 2009 when the double hull vessel SKS Satilla struck the sunken ENSCO 74 rig in HI 241 (approximately 115 miles from it's pre-Ike location). At the time of the hurricane, there were approximately 936.0 bbl of hydrocarbons on board,  832.0 bbl of diesel and 104 bbl of lube oil on board in secured vessels. After recovery was performed by ENSCO, the net loss was about 550 bbl of hydrocarbons, 490 bbl of diesel and 60 bbl of lube oil. In addition, 634.0 bbl zinc bromide were estimated to have been lost. As of June 2009, arrangements were being made to remove the ENSCO 74 from the HI 241 area tentatively to become part of Texas' Rigs to Reef Program.

Although this is a MEDIUM spill by size, calcium chloride brine (a.k.a. calcium chloride solution) is a low toxicity substance.

An additional 73.2 bbl of chemicals were estimated to have been lost.

In addition, an estimated 57.7 bbl of chemicals were lost, including 32.1 bbl glycol.

The pipeline was shut in prior to the storm and the safety valves held which limited oil losses to that which was in the segment. 267.5 bbl of hydrocarbons, all condensate, from the damaged riser were estimated to have been lost during Hurricane Ike.
