2009 OCS Natural Gas and Oil Program

Advance Notice of Proposed Rules: (none)

Notice of Proposed Rules (2009)

bullet Annular Casing Pressure Management for Offshore Wells (71 KB PDF)

Regulatory Identifier Number: 1010-AD47
Federal Register Cite: Vol. 74, No. 146 74 FR 38147
(07/31/2009)

Summary: This proposed rule would establish regulations to address sustained casing pressure in oil and gas wells completed on the Outer Continental Shelf. Sustained casing pressure is a problem that, if left untreated, could cause serious harm to human life or the environment. The proposed rule would establish criteria for monitoring and testing of wells with sustained casing pressure, and would also incorporate the American Petroleum Institute’s Recommended Practice for managing annular casing pressure. New regulations are needed because the current regulations do not adequately address requirements for wells that have sustained casing pressure. This rule would promote human safety and environmental protection, and require Outer Continental Shelf lessees to follow best industry practices for wells with sustained casing pressure.

bullet Safety and Environmental Management Systems for Outer Continental Shelf Oil and Gas Operations (110 KB PDF)

Regulatory Identifier Number: 1010-AD15
Federal Register Cite: Vol. 74, No. 115, FR 74 28639 (06/17/09)

Summary: The Minerals Management Service (MMS) proposes to require operators to develop and implement a Safety and Environmental Management System to address oil and gas operations in the Outer Continental Shelf. The Safety and Environmental Management System would consist of four elements—Hazards Analysis, Management of Change, Operating Procedures, and Mechanical Integrity—that, until now, have not been covered in our regulations. MMS analyzed accident panel investigation reports, incident reports, and incidents of noncompliance and determined that the root cause of most safety and environmental accidents and incidents is one or more of these four elements. MMS believes that requiring operators to implement a Safety and Environmental Management System will reduce the risk and number of accidents, injuries, and spills during Outer Continental Shelf activities.

bullet Leasing of Sulphur or Oil and Gas and Bonding Requirements in the Outer Continental Shelf (152 KB PDF)

Regulatory Identifier Number: 1010-AD06
Federal Register Cite: Vol. 74, No. 100, FR 74 25177
(05/27/2009)

Summary: MMS proposes to update and streamline the existing Outer Continental Shelf leasing regulations, and to clarify implementation of the Federal Oil and Gas Royalty Simplification and Fairness Act of 1996. The rule would reorganize and reorder leasing requirements to reflect the leasing process more efficiently, as it has evolved over the last 26 years. The rule also proposes changes to parts 250 and 260 that relate to the proposed revisions to part 256.
