Ocean Research Environmental Studies Program

Future Plans

The Environmental Studies Program integrates advice from a wide range of sources when formulating its research plans. Because of its highly focused mission-oriented emphasis, the planning process emphasizes communication with “customers” within the Bureau as well as the external public (academia, industry, non-governmental organizations) and local/State/Federal Government. Proposed studies are evaluated for program relevance, programmatic timeliness, and scientific merit. Additional program oversight is provided by the OCS Scientific Committee, which advises BOEMRE on the feasibility, appropriateness, and scientific value of proposed research topics. Collectively, these inputs contribute to the development of research plans.

Most of the BOEMRE research is conducted by scientists outside the Bureau. Studies are procured via competitive procurement, cooperative agreement with a State institution/university, or through interagency agreements with other federal agencies. The BOEMRE’s Alaska, Gulf of Mexico, Pacific , Atlantic, and National Annual Studies Plan contains brief profiles of proposed studies that describes the background, strategic overview, projected Outer Continental Shelf activities, examples of affected decisions, information by discipline, and information needs. The BOEMRE scientific staff designs the research efforts, provides technical oversight during the conduct of the research, and interprets and synthesizes the scientific information for use in resource management decisions.
