Inspection and Verification

The goal of the civil penalties program is to assure safe and clean operations on the OCS. Through the pursuit, assessment, and collection of civil penalties and referrals for the consideration of criminal penalties, the program is designed to encourage compliance with OCS statutes and regulations. A violation may be considered as posing a threat of serious, irreparable, or immediate harm to human life, property, or the marine coastal, and human environment, if there is evidence that it is causing, has caused, or could have caused harm or damage.

BOEMRE verifies through the Oil Spill Financial Responsibility Program that an operator can pay for spill cleanup, requiring bonding of up to $150,000,000.00
