Ms. Redding has significantly influenced the success of the
MMS Wyoming RIK pilot. She has been an essential industry contact since the program began
in 1998. Many of the royalty rates and tract percentages of offered properties require
careful monitoring by industry and MMS. Ms. Redding has spent considerable time and effort
ensuring this data is current and correct. Her courteous, generous assistance exceeds
routine business relationships and she has proved an invaluable business contact in
understanding reporting, as well as the Wyoming oil business in general. Over the years,
we have developed an excellent working relationship and Ms. Redding is a trusted resource
for the RIK program in Wyoming.
Ms. Redding has been instrumental in the recent streamlined
reporting success of the Wyoming RIK pilot. The MMS and the State of Wyoming now use a
service that automates run ticket and check payment information electronically. This
service is widely used by industry and it was Ms. Redding who initially suggested its use
for the Wyoming RIK pilot in mid-2001. Ms. Redding even offered to provide historical data
so we could perform a look-back "pilot" test on how the program would have
worked had we used this service in the past. She spent many hours helping MMS and the
State of Wyoming understand how the service works and how it would have worked with the
historical data she provided.
In October 2001, this new service helped MMS to identify
quickly a volume and value discrepancy. This identification was reconciled within a week
and generated a payment of $100,000 in additional royalties for MMS and the State of
Wyoming. Had this new service not been in place, this discrepancy would have been
undetected until after an audit performed some months later. Preliminary comments from
many in industry on this reporting verification service is extremely positive. Thanks to
Ms. Redding, the RIK program is now significantly more efficient and is a giant step
closer to standard industry practice.
For these reasons, Ms. Redding is most deserving of the MMS
Corporate Leadership Award.
