Mr. Jack
Schneider formed Schneider and Associates, Ltd., in 1984 and remains the President and
CEO. Schneider and Associates are specialists in the safety, environmental and regulatory
concerns, and compliance by the offshore oil industry. Schneider and Associates provides
the industry with expertise in the design, installation, and monitoring of production
processes and safety systems. It also provides specialized training in production process
equipment, safety devices, systems, and regulatory compliance.
Mr. Schneider reviews and submits comments and
recommendations on MMSs Advanced Notice of Proposed Rulemaking, including the recent
rewrites of Subparts A, D, and Q. He actively participates in the development of the
American Petroleum Institutes Recommended Practice 14C document. He assured the
incorporation of the latest technologies in the design, maintenance, and safe operations
of production processes and safety systems. Mr. Schneider contributes his experience,
knowledge, and expertise to the development and design of state-of-the-art production
processes and safety systems that meet and exceed state and Federal agency regulatory
requirements for the oil industry. In addition, Mr. Schneider provides his expertise to
foreign governments in their initiatives to train personnel in regulatory requirements and
safety system operations.
Mr. Schneider monitors the design, installation, and testing
of safety systems for approximately 300 production facilities in the Gulf of Mexico for
numerous independent and major operators. He is actively participating with BP Amoco,
Exxon Mobil, Vastar, and Oxy in the safety system design of five major deepwater projects:
Hornmountain, Crazyhorse, Holsteen, Maddog, and Atlantis. Two of these projects will be
floating production, storage, and offloading projects that incorporate state-of-the-art
technology.
The MMS personnel have used his training facilities to
advance our knowledge about specialty equipment. He also trained operator personnel to
improve their ability to produce in a safe, pollution-free manner. His participation in
industry and MMS meetings has proven beneficial to both parties.
For these reasons, Mr. Schneider is most deserving of the MMS
Corporate Leadership Award.
