Nicholas Odinet provided the Pacific OCS Region's Offshore Facility
Decommissioning Cost Team with considerable data and information, used extensively by the
bureau and included in "Offshore Facility Decommissioning Costs, Pacific OCS
Region" (March 31, 1999). Due to the dearth of publically available data and
information on offshore pipeline decommissioning costs, his contribution to the report was
an invaluable source of detailed and verifiable information.
With the support of his employer, Mr. Odinet graciously
provided considerable time and expertise estimating, analyzing, and refining pipeline
decommissioning costs for a Pacific OCS project consisting of multiple platforms and
pipelines. The data were provided with the permission of operators, but was masked in the
report to protect the proprietary nature of the information and the confidentiality of the
sources. Mr. Odinet's contribution was essential to the overall quality and usefulness of
the report. The section on pipeline and power cable decommissioning could not have been
written without his considerable input.
