The Revised Program replaces the program that was approved in June 2007 by Secretary Kempthorne and took effect on July 1, 2007.  (See History of the Current 5-Year Program and Related Litigation.)  The Proposed Final Program document, approved in April 2007, contains the 5-year schedule of sales proposed at that time and made final in June, after the mandatory 60-day Congressional review.  The PFP document also describes the analyses underlying both the PFP and the final decision.
